Support package of 600 euros for temporary workers is too little

Since this week, the Cabinet has created a new support package to accommodate temporary workers who were previously virtually excluded from all schemes. They will receive an allowance of 600 euros per month, provided they can prove that they also earned at least 600 per month before the Corona crisis. The figures below show that for many temporary workers the amount will only be "a tip. A tip that must replace their entire income. Moreover, few students, who have side jobs as temporary workers, will be able to prove they meet the earning rules.

How old are the temporary workers?

In one year, more than 834,000 temporary workers work in the Netherlands.
Under 24 years of age : 37%
24 years and older : 63%
Much of this profession derives their main income from the temporary work.

What do they earn?

61% earns a base hourly wage of 1.1 to 1.3 times the minimum wage.
9% has a basic hourly wage based on of the minimum wage.
20% receives between 1.3 and 1.5 times the minimum wage.
10% earns 2x the minimum wage.

A two calculation example:

Temporary worker as main income: works an average of 30 hours per week.
Minimum wage 21+ years = €1,680 (based on 40 hours) x 1.3*)  = € 2184
This temporary worker earns an average monthly salary for a 30-hour work week : € 1638

Student of 20 years
Minimum wage 20 years = € 1344 (based on 40 hours)
This student earns an average monthly salary on a 15-hour work week € 504

The above figures show that the temporary worker with the main income from flex work does not have nearly enough on the 600 euros per month from the government. From that they can pay for groceries and their fixed expenses for only a few days.

With students, it shows that, if they for less than 18 hours per week have a side job (is the majority of students), they do not meet the required income requirement of 600 euros, to qualify for the allowance.

Special Corona-WWW scheme

The industry organizatis appreciate the government's gesture to compensate temporary workers as well. This is much needed. However, they argue for a special Corona unemployment scheme. This scheme is intended to ensure that access to WW for this group of workers is relaxed. A temporary worker must then, to qualify, have worked 8 out of the 12 works preceding it (instead of 26 out of 36 weeks).
They also propose that the level of unemployment benefits be increased during a 3-month period. This benefit could be paid from employer contributions.

In 2019, we counted 1.1 million self-employed people without personnel (zzp'ers) in the Netherlands. These are people for whom self-employment is the main job. This number has been rising for years. If we also count people for whom self-employment is a secondary income, this number is even higher. Total will we come around the 1.5 million mark. We encounter self-employed workers in all industries. One is often 45-plus and men are in the majority. Also, self-employed people are generally highly educated.

To make ends meet, temporary workers often need more than one job

Research by the CNV union shows that temporary workers often need more than one job to make ends meet. Multiple assignments with clients are often combined. In this way the temporary worker secures enough income to make ends meet.

The gap between flexible and permanent employment

The survey was conducted among 600 temporary workers. Of these, 60% indicated that they would actually prefer a permanent job partly because of this. In addition, 25% of the temporary workers surveyed indicated that they often have to be available full time for a hirer, even though they only have part-time employment.

CNV president Arend van Wijngaarden calls the figures disconcerting. Many temporary workers do the same work and have the same education as people in permanent employment. For these temporary workers, there is often no prospect of permanent employment. This means that there remains much inequality and thus a gap between flex workers and employees in permanent service.

New collective bargaining agreement for all temporary workers

As of Dec. 31, 2019, all temporary workers are covered by a new CLA. They will then all have the same terms of employment, a better legal status, more job security and guidance to remain permanently employable. The unions FNV, CNV Vakmensen, De Unie and LBV have agreed on this with the ABU and NBBU. The latter two are the two major trade organizations for temporary agency work.

CNV calls for more security for temporary workers

However, according to the CNV, it appears that employers have long since no longer see as relief for peaks and replacement during illness. Temporary workers are increasingly used structurally in the day-to-day operations of affairs within the company, while they do not have the same working conditions as colleagues in permanent employment. New grant for learning and development in SMEs

From March 2, 2020, companies within SMEs can apply for grants every year within the Incentive scheme for learning and development in SMEs. (SLIM Scheme). Sector-specific adjustments to temporary employment industry now scheme

As of April 6, 2020, employers in the staffing industry may also be eligible for the Temporary Emergency Work Retention Bridge (NOW). The temporary employment industry advocates a number of additional criteria within this scheme. This is because otherwise thousands more temporary workers risk losing their jobs. Flex workers not sick more often than permanent employees

Recent research by the Central Bureau of Statistics (CBS) shows that flex workers are not sick more often than their permanent colleagues. "You could almost say this is a persistent misconception," says chief economist at CBS Peter Hein van Mulligen. He makes this statement based on CBS' latest data on work and health. These show that employees who have a flexible contract, other than that was thought, actually have no weaker health at all than employees on permanent contracts.

Flex workers more likely to be sick?

About three years ago, a committee of top officials stated that a large percentage of benefit recipients had flexible work contracts in addition to their disability benefits. Henk Volberda, a professor at Erasmus University at the time, put this down to the assumption that flex workers had poorer working conditions and thus fell ill more quickly. The cause would be experiencing more stress and overwork. To which the NRC reported, "It is well known that flex workers work longer when sick and feel less healthy."

Sustainable employability

In mid-January this year, the Borstlap Commission came out with the conclusion that flex workers do tend to be more at risk in the workplace. On-call and temporary workers more often do dangerous work and are more often victims of industrial accidents. These flex workers also have less contact with a company doctor than permanent workers do. The committee writes: "The sustainable employability of this group of employees is therefore less safeguarded than that of workers on permanent contracts; with the risk that these flex workers will be at risk on the labor market fall by the wayside early". Employers are also investing less in temporary workers through training and courses. The less training, the less likely this sustainable employability is.

No major health differences between flex workers and permanent workers

The surprising thing about this is that this does not mean that flex workers are also sick more often than permanent employees, it now turns out, according to CBS. There are no major differences in health and sick leave between flex workers and permanent workers.

Among the unemployed, however, it is true that they are more often indicate they suffer from health complaints. As a result, there is for flex workers do have an indirect risk of health problems, according to CBS. Their job insecurity and possible loss of work and income, may subsequently cause health problems.

People with jobs often rate health as good

So there is no evidence that flex workers are sick more often than permanent employees. In this study, CBS looked at all forms of contract, by age, gender and education level. They also found no difference between them. The only significant difference is in employment versus unemployment. People who have a job (flex and permanent) generally rate their health as "good" or "excellent. Among the unemployed, this percentage is lower. Those who feel healthy find it easier to find a job again.

6. Temporary guarantee for agricultural and horticultural enterprises (Ministry of Agriculture, Nature and Food Quality).

7. Consultations on tourism tax (state/municipalities) and cultural sector.

8. Compensation scheme for affected sectors (Ministry of Economic Affairs).

Where can entrepreneurs go?

Banks can apply for extended credit schemes (BMKB and GO) at the Rijksdienst voor Ondernemend Nederland. This is the implementing organization of the Ministry of Economic Affairs and Climate. Entrepreneurs can apply to their own lender for this. Entrepreneurs can apply to the Tax Office for the tax measures via Belastingdienst.nl/coronavirus. All schemes of the Ministry of Social Affairs and Employment are urgently opened in the coming days and weeks.
